Faulty switch in the fob

Faulty actuators in the doors

Poor connection somewhere in the wiring

But; being a 2004, it will have the Pektron SCU, so the most likely cause is probably related to that - the central locking is controlled by a relay in the SCU, and these are a known weak point and do sometimes fail. The other SCU related possibility is due to water ingress - due to the way the wiring loom is routed through from the engine bay, together wth the SCU being mounted on the bulkhead behind the centre console with the connectors uppermost, water can get between the wires in the loom when the engine bay gets wet (probably when someone uses a pressure washer under the bonnet). This can then work its way down the loom, and enter the SCU where the first thing it comes into contact with is the radio reciever circuit for the remote fob signal. Water damage to this circuit then stops the SCU recieving the fob signal.

Fortunately, the SCU can usually be repaired; the biggest hassle on the 25/ZR is getting it out - it is mounted on the bulkhead behind the centre console, but is sandwiched between the bulkhead and the housing for the air conditioning evaporator. If the car doesn't have air con, it is fairly straightforward to remove the housing to get to the SCU, but if air con is fitted, it will need to be degassed to enable the condnser pipework in the engine bay to be disconnected.

There are one or two specialists who can repair/refurbish an SCU, but you would need to remove it and send it to them. One who is highly recommended is Paul Brown in Brighton. He can be contacted via his website (Technozen Electronics - Home Of Pektron SCU Repair and Supplier of Replacement Relays - Buy replacement SCU relays) or his eBay account (technozen_electronics on eBay) He has written a good deal about the SCU and its foibles on another forum which is well worth a read (General Pektron SCU/BCU - MG-Rover.org Forums).

If the central locking fails altogether, you can still get in and disarm the immobiliser if you have the emergency key access code. If you haven't got it, it can be read from the SCU by a MG Rover specialist with a Rover T4 computer (Paul provides the code free of charge as part of any service/repair he does to the SCU).
